Description

The top of the wheel is actually moving faster than the bottom when the wheel is moving forward and rotating. Each point of the wheel goes through two kinds of movements at the same time. It rotates around the axis of the wheel and simultaneously travels with that axis forward. The final velocity of the top and bottom is not the same. At the top, the rotating motion is added together with the progressive movement, because both their speeds have the same direction. At the bottom, the orbital velocity and velocity of the axis have the opposite directions and therefore they are subtracted.
